Concerning Johnny Boone…

December 19, 2017, John Robert Boone, “Johnny Boone”, plead guilty to possession of more than 1000 marijuana plants, and to trafficking in Washington County Kentucky.  He was known as the “Godfather of Grass” and the leader of the “Cornbread Mafia” in Marion County Kentucky.

 U.S. District Judge Charles R. Simpson III in Louisville sentenced John Robert “Johnny” Boone, 74, formerly of Marion County, Kentucky, to 57 months.

He had previously fled to Canada for a number of years after having a grow operation spotted by the KSP near Springfield Kentucky in 2008 where he remained a fugitive until his arrest in 2016 when he was deported from Canada back to Kentucky.

On April 11th I received the first email from Johnny Boone’s niece regarding the conditions that her Uncle was living in while being incarcerated at the Elkton Federal Prison, located in Lisbon, Ohio.

He was due to be transferred to a “Half-Way” house on April 15th, but COVID-19 came into the picture and his release was postponed.  He is 76 years old and in in a setting that could cause him to lose his life to this horrid virus. 

His family is pleading for his release, and have done everything they can to attain it.  They are asking for our help! He could very well lose his life in this prison because of this Virus, and nobody seems to be acting fast enough to take care of the emergent situation, in regards to prisoner’s.  He is not the only one!  There are many more all over the Country and each State’s Citizen’s should inform their Governor’s that this is not acceptable!

If you remove the non-violent offenders from the system there will be much more room for the ones who do need to be contained, and there will be better medical care afforded to them – hopefully.

“We’re not criminals, we’re not,” he said. “We’re not the kind of people who go out and harm people.”

On April 8, the National Guard arrived at Elkton Federal Prison in Columbiana County to assist the medical staff when a large number of prisoners became ill with the virus.^[67] On April 18, the National Guard and Highway Patrol arrived at the state prison in Marion county to assist with “mission critical functions” after infections of correctional workers and prisoners.^[68] By April 19, over 1800 prisoners at Marion Correctional Institution, approximately 3/4ths of the population, plus 100 staff had tested positive.^[69] Overall, the prison system had almost 2500 cases by April 19, representing almost a fifth of Ohio’s cases.^[69]

How Johnny Boone ended up in an Ohio Correctional Facility, instead of a Kentucky Facility is not known.  But regardless of that fact, he should have been transferred back to Kentucky, at the very least, when this outbreak began.  Now it seems that he is stuck in there with no recourse as the Virus continues to reek havoc on the prison industrial complex overall.

Why has Governor Beshear let this happen?  Although I understand the way that we were hit with this “attack” of the Virus it would have to be hard to manage it, but these people who are incarcerated are supposed to be properly cared for by the “System”. 

Even the most chronic or hardened inmates have basic rights that are protected by the U.S. Constitution. If you are facing incarceration, or if you have a family member or friend who is in prison or jail, you should know about inmates’ rights.

Considering Johnny Boone’s age and medical status, he should have been released early on.  There is absolutely no reason to keep this man incarcerated. 

Since Barr’s memorandum on April 3 directing Bureau of Prisons Director Michael Carvajal to consider measures to move minimum security inmates out of prison, few inmates have actually been released with the exception of those who were already planned for release.

With the following information in mind, I am urging everyone to send a memo to Gov. Beshear to request that he step in and make a decision to have Johnny Boone removed from Elkton Correctional Institute immediately and brought back home to Kentucky!

 On April 13, 2020, inmates at Elkton Federal Correctional Institution, brought an emergency court action seeking release from Elkton due to the spread of COVID-19 within the prison (Reference United States District Court Northern District of Ohio, Craig Wilson, et v Mark Williams, et al, Case: 4:20-cv-00794). The action sought the release of some inmates from prison to Home Confinement or by Furlough, particularly those who were old or had an underlying conditions consistent with the guidelines provided by the Center for Decision Control. Noted in the lawsuit was the “dorm-style” design of most minimum and low prisons where inmates live in close proximity to one another.

Please do not let either Johnny Boone or any other Inmates suffer and die needlessly in such condition!

This is the Government’s responsibility to keep these people safe from harm as they serve their time.  There is no reason to keep a non-violent offender in a prison system in these conditions!

Please take this into consideration and free Johnny Boone to his family!

KY: Sen. Perry B. Clark has introduced SB 105… “An ACT related to Cannabis”…

As of today, January 22, 2020, Senator Perry Clark has introduced SB 105, “AN ACT relating to the regulation of cannabis and making an appropriation therefor”, as is posted on the Kentucky Legislature site. 

To date, this is the best Bill which I have seen, as it supports all facets of Cannabis, including medicinal use for those under 21 if needed. 

Here is a paragraph of the Bill:

Create various new sections of KRS Chapter 245 to define terms; to allow for possession, growth, use, processing, purchasing, transfer, and consumption of cannabis; to establish limits for transfer; to allow for purchasing and manufacture of cannabis accessories; to authorize activities and operation of retail stores, consumption establishments, cultivation facilities, cannabis testing facilities, and product manufacturing facilities; to establish possession limits; to prohibit smoking cannabis in public and to establish a fine for violation; to prohibit operation of motor vehicles while consuming cannabis and to specify that existing intoxication laws are not superseded; to prohibit state or local resources to be used to investigate violations of federal Controlled Substances Act that conflict with this KRS Chapter 245; to specify that an employer is not required to allow consumption, workplace intoxication, possession, or transfer of cannabis; to prohibit individuals under the age of 21 from entering cannabis establishments, purchasing, using, or misrepresenting their age and to provide for exceptions; to establish provisions for palliative or therapeutic use of cannabis by persons under the age of 21  LINK

On Tuesday, November 5th, WE Must Be The Change In Kentucky! Vote HICKS/CORMICAN! This Is Why…

On Tuesday, November 5th, the most important election in Kentucky in many years is about to happen!

I am not here to argue with anyone.  I am here to present the facts and my opinion as I see it.

Therefore,

First of all, you must vote to see change!  If you are eligible to Vote and are registered to do so – You must VOTE!  It is your Civic Duty.  And if you are eligible to vote but did not register, shame on you!

IF you want a change in your Government, you have to vote for the people who will CHANGE the way things are being done in           Kentucky!

You CANNOT vote for a Democrat or Republican and expect anything to change – only to get worse!  So if that is what you want, then go for it!

Otherwise, BE THE CHANGE that Kentucky must have in order to succeed!  John Hicks and Ann Cormican – Libertarian are running for the most important office in the State.  That is where we must start!  At the top!

On November 1st, Rep. Jason Nemes prefiled this years “medical marijuana bill” for Kentucky.  It will become House Bill 136 when the Session opens in January, and if it passes we will once again become Slaves to the system!  A few points on the Bill as written are:

*  Department for Alcoholic Beverage and Cannabis Control to implement and regulate the medicinal marijuana program in Kentucky;

*  establish the Division of Medicinal Marijuana within the Department of Alcoholic Beverage and Cannabis Control;

*  establish restrictions on the possession of medicinal marijuana by qualifying patients, visiting patients, and designated caregivers;

*  establish certain protections for cardholders;

*  establish professional protections for practitioners; to provide for the authorizing of practitioners by state licensing boards to issue written certifications for the use medicinal marijuana;

*  establish professional protections for attorneys;

* prohibit the possession and use of medicinal marijuana while operating a motor vehicle;

*  to prohibit smoking of medicinal marijuana;

* to permit an employer to restrict the possession and use of medicinal marijuana by an employee;

*  to require the department to implement and operate a registry identification card program; to establish requirements for registry identification cards; to establish registry identification card fees; to require the department to operate a provisional licensure receipt system; to establish the application requirements for a registry identification card; to establish when the department may deny an application for a registry identification card;

*  establish certain responsibilities for cardholders; to establish when a registry identification card may be revoked;

*  establish various cannabis business licensure categories; to establish tiering of cannabis business licenses; to require certain information be included in an application for a cannabis business license; to establish when the department may deny an application for a cannabis business license;

*  to establish rules for local sales, including establishing the process by which a local legislative body may prohibit the operation of cannabis businesses within its territory and the process for local ordinances and ballot initiatives;

*  establish technical requirements for cannabis businesses;

*  to establish limits on the THC content of medicinal marijuana that can be produced or sold in the state;

*  to establish requirements for cannabis cultivators, including cultivation square footage limits; to establish requirements for cannabis dispensaries; to establish requirements for safety compliance facilities; to establish requirements for cannabis processors; to establish procedures for the department to inspect cannabis businesses;

*  to exempt certain records and information from the disclosure under the Kentucky Open Records Act;

*  to establish that nothing in the bill requires government programs or private insurers to reimburse for the cost of use; to establish the medicinal marijuana trust fund; to establish the local medicinal marijuana trust fund; and to establish procedures for the distribution of local cannabis trust fund moneys;

*  create a new section of KRS Chapter 138 to establish an excise tax of 12% for cultivators and processors for selling to dispensaries; to require that 80% of the revenue from the excise taxes be deposited into the medicinal marijuana trust fund; to require that 20% of the revenue from the excise taxes be deposited into the local medicinal marijuana trust fund; amend KRS 342.815 to establish that the Employer’s Mutual Insurance Authority shall not be required to provide coverage to an employer if doing so would subject the authority to a violation of state or federal law;

The above is not all inclusive of the regulations, and they will no doubt change again when it is introduced in January.  Read the Bill!

Please note that there are NO provisions for “smokable cannabis”, and NO mention of Children’s rights either.  There are NO provisions for growing your own plants, and this BILL in my opinion is being promoted for the Corporate/Pharmaceutical industry. 

Out of all the Bills previously submitted for “medical” or “adult use” Cannabis in Kentucky this is the worst one yet!  Do not fall for the legal lies which they are feeding you because they are preying on your fears for your Children’s needs, mostly.  The fact is, what M.D., is going to give you permission or a written statement that will give you the right to medicate your child with Cannabis?  The answer to that is virtually none, and if there was even one that WOULD do it there is no guarantee that you will be able to access that Physician!

The bill would prohibit the smoking of marijuana for medical purposes, but would allow other forms of consumption, such as edibles, oils and pills.  A 12% excise tax is proposed for cultivators and processors for selling to dispensaries.  LINK

I have consulted with several other Senior Activists in Kentucky over this issue and we all surmised basically the same opinions on the matter!  This is in NO way a repeal of prohibition of Cannabis and in no way will it ascertain our rights to this plant – medically or otherwise.  It is however, worth some $$$ to Corporate Ventures and Kentucky Government as it now stands!

In my opinion, for those parents who have seriously ill children in need of this medicine they need to consider moving to a honest medical cannabis State such as Colorado or elsewhere.  For those who are unable to do this due to financial situations we must set up a fund to enable them to do so.  I can honestly say that if it were my child that is exactly what I would do!  Not because I want to leave my home in Kentucky, but because my Childs life is more important and I would be compelled to do so, IF John Hicks and Ann Cormican are not elected. 

The “Undergreen Railroad” is one such organization.  I will look into this organization further, especially if Hicks/Cormican are not elected, because you all are going to need it!

Finally, we come to the third candidate in the governor’s race. Libertarian John Hicks. John is a Vietnam Era Army veteran, a former school teacher, and currently an IT consultant. He has a BA Degree in Political Science and History. He has never held political office, but ran previously for State Representative (District 43) in 2018. John is pro-life and believes government should stay out of personal issues.
John supports the legalization of marijuana, expanded gaming, and the development of hemp as sources of additional state revenue (better than raising taxes!). He also believes that the best way to compensate for budget shortfalls is to reduce the size of government and streamlining operations. Additionally, John Hicks supports election reform; specifically by introducing run-offs, using ranked choice voting, proportional representation, multi member districts which would end partisan gerrymandering.   LINK

On This Labor Day, Let Us Finish The Work

A country as wealthy as America should not have a problem with poverty.

We should have a basic income for all citizens as a right of citizenship. Eliminate the cap on Social Security taxable income and expand it to all adults. Start accounts for all newborns that they get when they finish school to get started in life. Four year college for all students who can, and tech school for those who can’t. We can do and afford it all if we only have the will!

There are a few countries that do this and similar stuff for their citizens. These countries weathered the recession better than we did!!! Check out Denmark, they do all kinds of stuff for their citizens and before you complain about high taxes think about this. Our companies are complaining that we have the highest corporate tax rate of all modern countries. So how do these countries do these things with low taxes? Simple, they do not let corporations weasel out of paying their fair share like we do.

The blowback I got from those who are well off, (remember 93% of our wealthy folks inherited their wealth), is that if people have a basic income they will not work, but if that is true why do military retirees, who can retire at 38 with a generous pension, still work? Why do social security recipients still work?

A basic income for all would allow us to eliminate the social safety net the rich seem to always complain about. Workers would not have to work to keep from starving and as a result businesses would have to bid for our labor instead of us begging them for a job! You wouldn’t hear about a minimum wage as I imagine the bidding for workers might eliminate that.

Sounds good on this Labor Day! Here’s a plan for taking back from Businesses’ and Corporation’s the dignity and value our work should produce. Here’s a plan for boosting the spending power of the poor and middle class and leaving behind the failed and greedy policy of Supply Side, or ‘Trickle Down’ Economics which has damaged our economy and brought about the latest version of the Great Recession.

Yep we can do it all if we only have the will. We can make this country live up to its promise as articulated by Franklin Roosevelt in his Four Freedoms. We have accomplished 3 of these freedoms, freedom of speech and worship, and freedom from fear. Now we have the power to accomplish the last of these freedoms, freedom from want. The mechanics are already in place. The tools are available to us. Let us make a better country and thereby a better world by finishing the work Mr. Roosevelt set us on some 73 years ago. Let us end poverty and financial inequality in America once and for all.

Kentucky Will March To The Capital, Once Again…

Rainbow Farm was located in Vandalia, Michigan & was a cannabis friendly community. They had great concerts & speakers. The government came in later & killed the owners & stole the farm from the legal birth right of the son, Robert, 1 week before 9-11 (September 3rd & 4th,2001). Tom Crosslin & Rollie Rolhm were the owners & each one of them were systematically gunned down & tortured after being out numbered 300 to 1. In order to stop a memorial day concert, that was to start a signature campaign to legalize cannabis in the state of Michigan.

The Country as a whole has come a long way since the incident above in 2001, but it still has a very long way to go.  We have 11 “legalized States” and 33 “medicinal States” to date according to NORML.  More than the majority of Americans believe it should be made “lawful”.  Many sick people including children are suffering needlessly and we have the ability to help rectify the situation.

We should not still have to be going to the Capital in Frankfort to beg for something that we should have had in Kentucky more than seven years ago.  In fact, it never should have been “unlawful” to possess in the first place.

Gatewood Galbraith, “The greatest Governor that Kentucky never had”, spoke to this issue many times and had he been elected we would not still be in this same fight today.  He said, “You have got to get political.  Because if you don’t get political then I’m gonna die in the streets!” 

The number of people who are dying in the streets has exponentially increased in the past 5+ years in earnest.  The crisis was started by the Government and their Pharmaceutical cronies who promoted highly addictive opioid drugs for daily use to patients who were suffering and  they bit the bait.  After everyone was sufficiently addicted to the pharmaceuticals the Government claimed an “opioid crisis” and immediately withdrew these needed medications by way of intimidating the Physicians and forced drug testing to the point that the Medical Establishment could no longer take the chance of losing their Practice’s, and so they immediately withdrew needed medicines from Patients who legitimately needed them, as well as other’s who had become addicted for other reasons – and there are many reasons…  This in turn caused people to literally die in the streets due to a dire need to medicate and the ample supply in the streets of much more potent and deadly drugs than what the Physicians had been prescribing them to begin with.

Some of us were strong enough and smart enough to turn to Cannabis which saved our lives, even though it is illegal.  A lot of us have lost close friends and family members to this ‘war on drugs’.  Many of us grieve daily because of it.

There have been Senators, Representatives and Citizen Activists, working hard to see Cannabis regulation and lawfulness is passed in the very State that in WWII the Government pleaded with people to grow Hemp for their War efforts.  The people responded to their requests in a time of need.  However, the Government turns their heads the other way when the Citizens request that they help them establish a safe and lawful way to use Cannabis, medically and otherwise.  Not only would this help the multitudes of patients who direly need this medication, it would also establish a lawful product that can be taxed and used for the greater good of the State we reside in, including new businesses and employment.  As a result, even those who chose not to partake in Cannabis would benefit from the legalization and taxation of the  product – much like alcohol – with much less lawlessness than alcohol promotes…

It would establish a lawful alternative to Alcohol and Tobacco and other illicit drugs, such as street level opioids which are destroying families and responsible for unending deaths even as we speak.  Yet, to date, our Kentucky Government has refused to act upon this issue.

Here we are, once again, in the year of Our Lord, 2019, begging for our leaders to hear our plea’s.  And once again, they will try to ignore us! 

As far as I am concerned, the lawfulness of Cannabis should first have been rightfully returned to the people through REPEAL of Federal Treaties and Statutes which made it unlawful to begin with.  Possibly as far back as the 1914 Harrison Narcotics Tax Act.  However, the situation has been taken into the hands of the individual States and their “States Rights” because the Federal Government refused to stand up for the rights of our people.  Instead they have enlisted a “New World Order” to do their dirty work which seeks to contain society at large – world wide control of the masses, control of all plants, food, medicines,  WATER, etc., to be placed under strict guidelines to which we must abide by the rules or suffer the consequences.

We have become damned if we do submit to the law and damned if we do not follow it as well. 

There is  research already out there and patients are being helped and in some cases literally saved from an early death by using Cannabis.  Many people have been saved from addiction by using Cannabis. 

We cannot wait another year to change the Cannabis Statutes in Kentucky.  We need it now.  We needed it 20 years ago.

There are currently two Bills in Kentucky Legislature – one in Senate and one in the House.  Both bills should be passed and this is my reasoning for this:

SB 80 / Dan Malano Seum / Establishes the “Department of Cannabis Control” which will oversee lawful consumption of Cannabis in Kentucky by adults 21 and over.  This Bill gives limited and controlled freedom back to the people in that it does allow for growing on our own property and consumption as well as sets the stage for business to be lawful throughout Kentucky.  This legislation could be enacted fairly quickly and jumpstart the economy here.  It is imperative that we implement this legislation this year if we seek to make our State livable again.

HB 136 / Establishes a very strict “Medical Cannabis” bill for bonified Patients.  Because of the nature of illnesses and the fact that many Children could be served by this Bill it is imperative that “medicinal Cannabis” be made available in Kentucky to those who are in need, medically, whether they be adult or child.  Many people who are not familiar with Cannabis and it’s use would serve to be protected as patients by this medical legislation.  The problem is that with the measures necessary to comply with the Bill as it is written it would most certainly be a slow process to set up across the State and reach all patients equally.   However, we should proceed immediately on this Act as well.

Additionally, a drug-free workplace Bill for the use of legal Hemp CBD products, currently sold on the open market:

SB 83 / Perry B. Clark “Shauna’s Law”  Relating to a drug free workplace / Seeks to mandate an appeals process for those employer’s who enforce drug-testing upon their employee’s which will address those persons who have been found in violation of the drug-free workplace policy by testing positive on random drug screens for legal Hemp products such as CBD.  It would set aside that violation if proven that a legal product had been used.  This Bill must be passed in order to preserve the integrity of the Hemp market as well as employee’s rights.

IF our Legislator’s  and Governor do not seek to enact the Bill’s which we as a People have requested  for our health and well-being in general, then the political system of the Commonwealth of Kentucky needs to be immediately and completely changed and replaced.  This would also include other issues of great importance in Kentucky such as the Pension Crisis.

The corruption in Kentucky runs far and wide and seeks to be ended this year.  The time is now for change…not later.  We cannot wait another year to be lawful!

NOVA SCOTIA CANADA:  Once again it seems that you can’t grow Cannabis and treat licensed  patients, even if Cannabis is “legal”.

At approximately 10:30am on September 5th, Rev. Daren McCormick and Rev. Kevin James were visited by the RCMP at which time they proceeded to search their property located in Loch Broom Nova Scotia Canada, where they were growing Cannabis for            Patients.  Rev. Kevin James explained to RCMP that they were licensed plants and who they belonged to.  The RCMP produced no warrant yet they proceeded to search both outside and inside their home.

They were  both incarcerated by the RCMP for growing, and trafficking Cannabis.  They both remained incarcerated for 24 hours before being released.  Rev. Kevin James was denied medication for seizures during the stay.

Over 1000 plants were taken by the RCMP as well as a small indoor  grow. Personal items of the two men were taken in the search such as legal documents, witness lists and an antique Bow that hung above the fireplace belonging to Daren’s Grandfather, a family     heirloom dating back to 1915 that yielded no threat to anyone.

The garden of Cannabis is estimated to be worth well over a million dollars plus and it has been destroyed.  You can’t give back a plant that was pulled from the ground in its natural growing state!

Q. If a patient revokes the DG status of a grower and they get caught growing anyway… say 850 plants x 4 crops a year and do it for 4 years or so…. and the patient receives zero from their garden… thats diversion…

Legal cannabis must be option for pain sufferers, panelists say

HENDERSON – Advocates for medicinal marijuana said Tuesday the time is now to push for statewide legalization.

They said research is clear that cannabis helps those suffering from a variety of painful conditions, yet, the word marijuana is still taboo for many in society.

Jaime Montalvo deals daily with multiple sclerosis. After being diagnosed, the Louisville man discovered that cannabis improved his quality of life far more than anything else he’d tried.

He didn’t like the black market, so he cultivated at his home. He was arrested and received five years of probation.

“I lost custody of my son for six months, not for cultivation, but for testing positive,” Montalvo said. “So that’s what’s motivated me for the last six years or so, to change the laws and give people safe access to cannabis.”

Montalvo is a cannabis educator and director of KY4MM (Kentuckians for Medicinal Marijuana). He and others who took part in a panel discussion at Henderson Community College were preaching to the choir; most of the 50 or so in attendance seemed sympathetic to legalization.

The challenge, speakers said, is convincing state legislators.

Lawmakers in Kentucky and Indiana have legalized hemp oil, also known as CBD oil. But speakers said the positive impact of that is very small compared to what legal medicinal marijuana could do.

“You’re just really scratching the surface” with CBD oil, said Ashly Taylor, a Lexington native who is now a cannabis industry entrepreneur living in Colorado. “We’re looking to get legalization so we can help more people.”

Taylor, who used to work in the pharmaceutical industry, explained at Tuesday’s forum what a legalized marijuana industry would look like.

She said in a regulated market, all cannabis grown comes from state-licensed, taxpaying cultivation facilities, monitored from seed to sale.

All plants are tagged and entered into a state regulated tracking system.

They are processed at a state-licensed product manufacturing facility, with OSHA guidelines enforced and a staffed human resources department.

The product would pass testing from a state-licensed facility before being distributed for legal consumption.

“All of the things you see with other big industry, you’re going to see here,” Taylor said.

Legal medicinal marijuana “is not that new of a thing,” Taylor noted. It’s been legalized or decriminalized in a long list of countries, from Canada to Australia and many European countries.

It is legal in 30 states, and Taylor cited a shift in public opinion on the subject: 64 percent favorability according to one Gallup poll. She said those who support legalization show varied political bent.

Sympathy for legalization has reached local elected officials in Henderson. The City Commission recently passed a resolution stating support for medicinal marijuana.

Henderson City Commissioner Brad Staton said he and his colleagues were moved by testimony from many city residents, including a veteran with post-traumatic stress disorder who spoke about suicidal thoughts and depression.

“I didn’t think there was any way we would even take a vote much less pass it,” Staton said. “But we said we have people in the state of Kentucky who are suffering, and we can do something about it.” The vote was 5-0.

Forum speakers said cannabis helps with appetite and sleep, in addition to pain relief. They said the addiction potency is comparable to sugar.

A pharmacist in the audience asked the panelists about studies showing negative effects of long-time marijuana usage, and concerns about children’s usage.

Panelists said marijuana already is pervasive in the culture. Montalvo cited a study showing that in Kentucky, about 40 percent of teens have used marijuana.

“We need to decrease that,” he said. “In my opinion the way to decrease it is regulate the product and keep it out of the hands of children. Right now everybody is prohibited, but it’s still everywhere.”

Taylor said Kentucky authorities in 2016 seized and destroyed more than 560,000 plants, placing the state in the nation’s top five.

Kentucky that year spent $56.8 million for marijuana eradication.

“If we can take the money we save and do something better with it, it seems like a win-win to me,” Taylor said.

Grace Henderson would agree. The Henderson resident, an organizer of Tuesday’s forum, suffers from a list of chronic conditions, such as Ehlers-Danlos Syndrome and Chron’s disease.

She’s on a list of medications which she said interact and cause other health problems.

Medical cannabis, she said, needs to be a option for people like her who, at times, struggle to simply get out of bed.

“We need a safe, viable alternative that does not kill people,” Henderson said. “And this is it.”

It’s official!

We will be introducing an ordinance for the Louisville Metro Council’s consideration that makes cannabis possession the lowest law enforcement priority of the Louisville Metro Police Department.

The Louisville Metro Council meeting is Thursday August 9th at 6 p.m. at 600 West Jefferson in downtown Louisville. This is the next step we need to take at cities across Kentucky. Local councils have oversight authority of their local police departments. The lowest law enforcement priority ordinance (LLEPO) does three things.

1) It directs the Local police to not arrest anyone for cannabis possession or cultivation

2) It creates a process for anyone who does get arrested to have their charges dropped

3) It requires the Metro Council to send a letter annually to Frankfort, Washington and the UN asking them to enact similar legislation.

Cities all over the United States have enacted no fine or decriminalization measures. If anyone wants a copy of the ordinance DM me with your email address and I’ll send you the document. You can modify it for your city. If we can get this passed in Louisville, Lexington, Henderson and other cities it will provide great momentum going into the 2019 legislative session.
